According to Community rules, businesses supplying services in an EU country are free to do this in all the other member states. A European Directive of 2006, aimed at promoting an internal common market, sanctions this right. EU governments must transpose its requirements into law and practice by 28 December 2009. Italy has not formally adopted this law, although measures have already been put into practice.
The most important ones are simplifying procedures for setting up businesses in Rome. These measures include:
