The most important figure in a travel agency is the technical director. A technical director, as defined by the relevant Italian law, is a professionist in the tourism sector. He or she must obtain the license from the Regional Authorities before commencing the activity. National and regional laws define how to get this qualification. Basically, a person must either have worked for a certain number of years in the travel agencies sector, or have received proper training following courses recognized by the Region. After successfully passing an examination, the license is issued by the Regional Authorities competent for the tourism sector.

Without a technical director, the travel agency cannot open, so an entrepreneur wanting to start a travel agency in Rome must either get the license as technical director from the Lazio Region, or employ a licensed direttore tecnico as manager of the agency.
The agency:
- Can be owned by a sole proprietor, by a partnership or by a business corporation
- Must operate in a proper set office.
- Must be insured against risks that may incur to clients.
- Must have a name different form that of any other travel agency operating in Italy
- Must define its field of operations, choosing among the different travel activities listed by the relevant law on tourism of the Lazio Region (article 2 paragraph 19 and article 3 of the “Regolamento Regionale 24 ottobre 2008”).

Before beginning operations, the travel agency must submit a declaration of beginning of activities (DIA) on properly stamped paper to the Provincia di Roma offices.

The owner of the travel agency, the franchisor, manages the agency.
Every franchisor in the travel agency field helps entrepreneurs setting up the office and the activity, offers tutoring and consulting and puts its resources at disposition of the travel agency’s owner. The franchisor in return asks for a quota of the agency’s revenue, for a fixed monthly fee or a mix of both. You should evaluate the different offers of the various franchisors in order to find the one that best suits you.
