Do you need to employ workers for your business in Rome? Then you need to know everything about Italian law and regulations about employing people: what contracts can you offer, what mandatory communications you are required to do and to what authorities. Rome-explorer.com can give you useful information about horong employees in Rome.

The Italian labour market has been radically modified in the past few years. Many simplifications have been introduced in the institutional skills and functional rules. As of 2003, private employment agencies, universities, schools, Chambers of Commerce, work consultants and bilateral bodies may serve as intermediaries between labour supply and demand. The so called flexible work model (employing labour with short term contracts, renewed year after year) has become the norm. In theory this allows the employer to save on staff costs and the employee to gather working experiences before settling for a more stable, long term relationship. In practice this lead to some distortions in the labour market, with businesses hiring people with short term contracts, renewed term after term, creating a de facto long term work relationship, but saving on the related staff costs for taxes and retirement funds, shifting these costs on the shoulders of employees.
As of 2007, European citizens who wish to work in Italy or another member state no longer need a residence permit. They must however register with their local registry office (of their permanent address) three months after their arrival in Italy. To register it is necessary to provide papers certifying employment.
An entrepreneur wanting to hire staff for his business in Italy (irrespective if the employees are Italian, EU Citizens or non EU Citizens) must take into acocunt:
Collective agreements, which are drawn up on a national level defining, for each field (trade, engineering industry, chemical industry etc.), the basic contents both from an economic point of view (for example regarding wages and pensions) and a regulations standpoint (for example status and duties corresponding to the job offered).
Type of contracts (for example open-ended contracts, forward-contracts, articles of apprenticeship), which vary according to the length and type of collaboration agreed between the company and the person hired.

It is of course required to adhere to common social rules in the field of hired labour: managing human resources also means complying with rules related to discrimination, equality and health and safety at work.

An entrepreneur wanting to employ workers from EU countries (with the exception of Romania and Bulgaria) to have them work in Rome, or any other Italian city, is required to follow the same administrative procedures as for Italian workers. The employee must also register with the registry office enclosing documents that provide proof of employment. Romanian and Bulgarian citizens must submit a specific form to the prefect's office.
Managing your hired staff entails a series of procedures to be carried out in conjunction with various public bodies. These are grouped under a specific definition: "Communicazioni Obbligatorie" (compulsory communication) and may be now carried out with a single administrative procedure and sent via internet. Once done, the compulsory communication notices are sorted and forwarded to the relevant bodies.
In order to complete compulsory communication procedures for managing staff it is necessary to have the business's headquarters recognised by the Lazio Region. Documents will then be entered into a system set up by the Ministry of Labour and Social Security.
The Ministry of Labour and Social Security promotes an online Job matching system. This is aimed at assisting businesses in searching for new staff and keeping up to date with market trends and legislation.
