National policies on environment legislation aim to reduce pollution and promote sustainable energy. In Italy, businesses are held responsible for the environmental impact of their activities. Italy has adopted the Eu's environment legislation by introducing the National inventory of emissions and their sources (INES) which groups together and publishes data on industrial emissions polluting air and water.

Decrees no. 117 and 120 of 2008 are the national legal basis for the implementation of Community legislation concerning the waste products of industry and the treatment of polluting substances such as arsenic, cadmium, mercury, nickel and polycyclic aromatic hydrocarbons. Other important decrees implementing Eu legislation are no's. 372 of 1999 and 151 of 2005 concerning the prevention of pollution and control and the reduction of dangerous substances in electrical and electronic equipment and waste disposal.

Business in Rome must follow a series of administrative procedures related to the environment. The main ones are:
- The "Modello Unico di Dichiarazione Ambientale" (MUD), a standardised compulsory declaration for businesses (with more than ten employees) which produce special but non-hazardous waste. This must be submitted to the Chambers of Commerce once a year. MUD includes the declaration on pollutant emissions in air and water to be entered into the National inventory of emissions and their sources (INES).
- Registration in the Electrical and electronic material manufacturers' Register (Registro dei Produttori di Apparecchiature Elettriche ed Elettroniche, A.E.E.) for businesses manufacturing electrical and electronic materials which must follow specific environmental regulations.
- The Declaration on Volatile Organic Compounds (VOC). Businesses dealing with paint, varnish or car bodies must forward data and information regarding types and quantities of products released on the market to the Ministry of the Environment. Forms must be sent by post to the Chambers of Commerce every year by 1st May.
- Registration in the National register of environmental operators. Businesses which regularly transport their own non-hazardous waste materials or hazardous waste material in a quantity not exceeding 30 kilograms or 30 litres per day must register with the National register of environmental operators. Those exceeding this amount must be registered in higher categories.
- Industrial plants releasing harmful substances into the environment must apply for a special permit called integrated environmental authorization http://aia.minambiente.it/intro.aspx . This empowers businesses to work on reducing pollution, prevent accidents and ensure the decontamination of the site when the activity is terminated.

Businessmen can directly contact the Environmental protection and technical services agency for information and assistance.
In carrying out their environmental obligations, entrepreneurs can turn to the Chamber of Commerce of Rome for assistance in fulfilling administrative procedures.

Even if your business is a small activity and does not produce a huge amount of waste, remember that you must register with AMA, the agency entrusted with waste and garbage disposal for the city of Rome, and pay the appropriate taxes.
